In general, technical assistance services in SPF-SIG Program Year 1 will support:

  1. Community needs and resource assessment, including the establishment of the LEOW.
  2. Capacity building necessary to complete all steps listed here. Some planned capacity building activities may begin or continue in Program Year 2 and beyond.
  3. Strategic planning.
  4. Selection of evidence-based prevention strategies.
  5. The development of community-level monitoring systems.
  6. Sustainability aspects of the steps above.
  7. Cultural competence aspects of the steps above.

Staffing

Staffing – The IPRC technical assistance team is managed by Dr. Jeanie Alter and consists of three technical assistants – two field technical assistants (North sites – Roger Cavazos; South sites – Katharine Sadler) and one research associate (Eric Vance Martin). Each community will have one field technical assistant assigned to them to provide monthly onsite consultation and technical assistant services.  The role of the project manager is to oversee and coordinate technical assistance services provided by field and serve as a liaison between grantees and state workgroups.  The project manager provides monthly telephone consultations and is available for onsite consultations upon request. 

Communication

Video Conferencing – In addition to onsite and telephone consultations, the IPRC evaluation team can provide video consultations via free vide conferencing. Requirements include free downloaded software, a computer camera, and a high-speed internet connection.

Website – Information, documents and resources are available via the IPRC website. Monthly updates are sent highlighting updates to this website.

Technical Assistance will take different forms, depending on the topic and on local needs. In general, IPRC is disposed toward methods that will build the capacity of local individuals and organizations to carry out the SPF process independently in the future. All recipients can expect, at the discretion of the IPRC’s representative and upon request, the following:

  • General advising on the SPF process and assistance with planning local activities.
  • Continuous feedback on SPF process fidelity.
  • Connecting recipient staff, LEOW, LAC, and other entities to appropriate resources at the IPRC and elsewhere.
  • Development of tools and documents to support SPF processes.
  • Research (i.e., providing summaries of current scientific knowledge on specific prevention topic, such as risk factors for a specific subpopulation).
  • Assistance with the selection or development of instruments and methods for data collection, analyses, etc.
  • Group trainings on informational and skills topics as needed.

    Strategic Plan

    Sample Strategic Plan – A sample document that provides major sections of a strategic plan with descriptions of content of each section

    Graphs in Excel- Instructions for creating graphs in Excel 2003 using the Chart Wizard.

    Intervention Selection Scoring Sheet- Scoring sheet for rating existing community interventions on six important areas (level of effectiveness, evaluation results, capacity, target population, cultural competence, and benefits to prevention). May serve as selection criteria and justification for the selection of interventions to expand or continue using SPF SIG funds.

    Evidence-based Prevention Strategies

    National Registry of Evidence-based Programs and Practices (NREPP): NREPP is a searchable database of interventions for the prevention and treatment of mental and substance use disorders. SAMHSA has developed this resource to help people, agencies, and organizations implement programs and practices in their communities.

    • SPF Self Efficacy Survey – An optional tool for assessing LAC and Workgroup member’s capacity in each SPF step. This tool may be useful in determining training needs and may also be used for evaluation purposes.
           - A scoring key and data template are available for data entry.
    • Capacity Building Worksheets: An optional tool for use by the LAC to find and structure their capacity, both existing and potential.  These worksheets could be particularly helpful with the strategic plan and CLI part II.

    Epidemiological Profile

    National Outcome Measures (NOMs) Survey – Optional survey that may be collected at the community level during assessment phase to serve as a baseline for monitoring drug use trends over time, comparison with state telephone survey conducted by state evaluators or comparison with local program evaluation results.  The survey is available in WORD format (English / Spanish) or Survey Monkey (English / Spanish).

    Alcohol and tobacco-involved births. Self-reported tobacco smoking and use of alcohol during pregnancy by new mothers, county and state-level counts and rates, from birth certificate data collected and reported by ISDH (Epidemiology Resource Center Data Analysis Team).
