The purpose of the program is to provide funds for LEAs to develop and implement innovative and effective alcohol abuse prevention programs for secondary schools that include one or more proven strategies for reducing underage alcohol abuse as determined by the Substance Abuse and Mental Health Services Administration (SAMHSA).
The Department of Education (ED) has supported efforts to reduce alcohol abuse among secondary school students for two decades, in response to alcohol and other drug use among the nation's youth. Through discretionary grants and dissemination of information on effective strategies, ED supports efforts to address these complex issues facing our nation's schools and communities.
Eligible applicants include local educational agencies (LEAs), including charter schools that are considered LEAs under state law. This program limits eligibility to applicants that do not currently have an active grant under this program.

The annual survey of alcohol, tobacco and other drug (ATOD) use by children and adolescents in the state of Indiana is coordinated by IPRC.
A total of 5,788 students from 9 Indiana colleges participated in the Indiana College Substance Use Survey conducted in Spring 2011.
